Ordinary First or Second Class. Tracked services offer nothing extra here, because delivery is to the establishment rather than to the person.
Getting the address right
You need the prisoner's full name and prison number, and the address of the establishment, which HM Prison and Probation Service publishes. Every prison has its own rules about what may be sent and all mail is subject to inspection — check the establishment's published guidance before you write.
